NGAUT Resolutions Process
Resolutions are how Utah Guardsmen turn grassroots ideas into national legislative priorities. As Utah's state association within the National Guard Association of the United States (NGAUS), NGAUT collects draft resolutions from its members, considers them at the NGAUT State Conference, and forwards approved resolutions to NGAUS for national consideration.
Step 1: Submission
NGAUS asks members to submit draft resolutions through their state association so they can be considered at the state conference. In Utah, that's NGAUT.
-
Who can submit: current NGAUT members.
-
How: log in to the NGAUT Members Area and complete the Draft Resolution Submission Form.
-
NGAUT deadline: February 6, 2027.
-
NGAUT State Conference: March 5–6, 2027.
-
Tips from NGAUS: one recommendation per form; spell out every acronym; describe products generically (no trade names); name a National Guard subject matter expert as point of contact with a .mil email and phone number. A short supporting white paper (one page, two at most) is strongly encouraged.

Step 2: NGAUT Review & State Conference
Drafts submitted by February 6 are reviewed by NGAUT's legislative representatives and considered at the March 5–6, 2027 NGAUT State Conference. More details on the review process are coming soon.
Step 3: Submission to NGAUS
Once a draft resolution passes the NGAUT State Conference, NGAUT submits it to NGAUS for the NGAUS General Conference & Exhibition. Only state associations may submit draft resolutions to NGAUS, and the NGAUS deadline is no later than July 1 each year.
Step 4: NGAUS Review
NGAUS staff review the state resolutions with input from the NGAUS Task Forces, made up of National Guard subject matter experts, and the National Guard Bureau.
Step 5: Adoption at the NGAUS General Conference
At the NGAUS General Conference & Exhibition, delegates from the 54 states, territories, and the District of Columbia debate and vote on the draft resolutions. Adopted resolutions become NGAUS standing resolutions and are published in the NGAUS Legislative Objectives book, which goes to members of Congress and Department of Defense officials. In 2027, Utah hosts the NGAUS General Conference in Salt Lake City.
